台灣是一個須面對各種災難的小島，例如：水災、地震、颱風、甚至是國防安危等等，不同災害所延伸出的應變措施皆不相同，試設想2040年時，台灣的災難應變措施會有什麼樣的發展？
2040年發⽣全球糧食短缺，部分地區出現⺠眾搶購雞蛋現象。
台灣出現變異蝗蟲，⺠眾正匆忙逃跑躲避變異蝗蟲，有民眾勇敢的以電蚊拍試圖想要撲滅變異蝗蟲，拯救⺠眾....卻被咬蝗蟲咬傷，倒地不起....... 變異種蝗蟲集結盤旋在台灣天空上⽅，灰⿊的煙霧籠罩住了城市。 鏡頭畫⾯轉到台南的安平鯨⿂裝置藝術景點- ⼤⿂的祝福，天空中可以看⾒緊急危難國家救護隊發射出奈米機器⼈攀附圍繞著鯨⿂。 此時機械鯨⿂帶著緊急救難隊緩緩上升到半空中，機械鯨⿂⼀張開嘴就瞬間將蝗蟲吞進肚⼦裡。 然而災難解決的同時，看護機器⼈正在照顧被變異蝗蟲咬傷的市⺠，部分市民出現⼤腦退化現象，疑似失去思考能⼒。
有關單位與部⾨正在研發疫苗，如何拯救他們，變回正常⼈？

Taiwan is a small island that frequently deals with natural disasters such as floods, earthquakes, and typhoons, and even national security threats. The appropriate countermeasures for these events vary. Let’s try to imagine the development of Taiwan’s disaster response in 2040.
In 2040, there will be global food shortages, with panic buying of eggs in certain areas.
Mutant locusts appear in Taiwan, from which everyone flees in an attempt to escape. Some are brave enough to use electric fly swatters in an attempt to exterminate the mutant locusts and save the people….but they end up getting bitten and collapse to the ground.......
The swarm of mutant locusts hovers in the skies over Taiwan like black smoke, shrouding entire cities. The camera pans to a tourist attraction in Anping, Tainan—a piece of installation art depicting a whale titled “Blessing of the Big Fish.” The National Medical Assistance Team For Emergency Disasters air-launches nano-robots that latch onto the whale. The robot whale slowly rises into the air with the team and opens its mouth to swallow the locusts instantly.
As part of the disaster response, robot caregivers minister to citizens bitten by the mutant locusts, some of whom show signs of brain degeneration and seem to have lost the ability to think.
The relevant units and departments are developing vaccines, but will they be able to save them and return them to normal?
